III The grade beats the step
At GS-7 the arithmetic is unusually one-sided.

And because GS-7 and GS-9 sit two grades apart, the two-step rule usually lands you at GS-9 step 1 whatever step you held. From GS-7 step 5 the two-step target is $56,038, already below GS-9 step 1 at $57,118.
The steps you accumulate at GS-7 produce pay at the time and disappear at promotion. On a functioning 7–9–11 ladder, take the promotion the moment you meet time-in-grade. There is no version of this where staying longer at GS-7 pays better.
IV Starting higher
GS-7 is a common entry grade for bachelor’s-degree candidates qualifying through superior academic achievement — a provision in OPM’s qualification standards based on class standing, grade point average, or honor society membership meeting specified criteria.
But a master’s degree or equivalent graduate education generally qualifies a candidate directly for GS-9 in the same series. If you hold one, or are close to finishing, applying at GS-9 rather than GS-7 skips two years of ladder progression outright.
V The thing that matters more
At this grade your salary is the least interesting number on the page. Your high-3 will be built decades from now at a much higher grade, so today’s locality area barely registers against that.
What does register is the agency match. Contributing less than 5 percent to the TSP leaves free money behind, every pay period, at the point in your career when compounding has the longest to work.

Getting your own number right
- Contribute at least 5 percent to the TSP from your first pay period.
- Check the locality area on your SF-50, not where you live.
- Find the full performance level of your position.
- Note your time-in-grade date for GS-9 and diary it.
- Take the promotion as soon as you are eligible.
- If you hold an advanced degree, check whether you could enter at GS-9.
- Check whether a special rate table applies to your occupation.
- Do not optimise for steps you are about to lose.

The base rate runs from $46,696 at step 1 to $60,709 at step 10, with locality added on top. In the Rest of U.S. area that is about $54,662 to $71,066. In Washington-Baltimore it is about $62,545 to $81,314, and in San Jose-San Francisco about $68,335 to $88,842. The gap between the lowest and highest paid GS-7 is therefore larger than a GS-7 step 1 salary in most of the country.
On a standard GS-7 to GS-9 to GS-11 career ladder, usually within a year of meeting time-in-grade. A promotion to GS-9 is worth several times what a step increase delivers, and because the grades sit two apart the two-step rule generally lands you at GS-9 step 1 regardless of the GS-7 step you held. Waiting to accumulate steps therefore produces pay now and no lasting advantage, which makes early promotion the clearly better move.
From GS-7 step 5, the two-step target is $56,038 while GS-9 step 1 is $57,118, so you would land on step 1. In the Rest of U.S. area that is about $66,862 against $61,953 at GS-7 step 5 — a gain of roughly $4,900 a year, or more than two and a half step increases at once. Promoting from a much higher GS-7 step would place you slightly further into the GS-9 range, but the difference is small.

The exact thresholds and the way they are measured are set out in the qualification standard, and the announcement states whether the agency is accepting that route.
Eighteen years without a promotion, which is the same at every grade: 52 weeks for each of the first three step increases, 104 weeks for each of the next three, and 156 weeks for each of the last three, totalling 936 weeks. Almost nobody reaches GS-7 step 10, because anyone on a functioning career ladder has moved to GS-9 and then GS-11 long before the waiting periods lengthen.
About $1,557 in base pay at GS-7, the same at every step because the General Schedule uses even increments within a grade. Locality multiplies it, so the same increase is worth roughly $1,823 in the Rest of U.S. area and $2,086 in Washington-Baltimore. Set against a promotion to GS-9 worth several times that, the step increase is the small lever and the grade is the large one.
Yes. Locality pay is part of basic pay, so it counts toward the high-3 average salary behind a FERS annuity and toward agency contributions to your Thrift Savings Plan. Allowances such as non-foreign COLA and overseas post allowances do not. At GS-7 the more important point is that your high-3 will be built decades from now at a much higher grade, so early contributions to the TSP matter more than the locality you start in.
