Conversion is not automatic. It requires eligibility, an available position, and a favourable recommendation. Treat the whole appointment as an extended assessment for a job you have not yet been given, because that is precisely what it is.
I The two remaining programmes
Both are appointments in the excepted service under Schedule D, and both exist primarily as routes into the competitive service. There were three until 2025 — see what happened to PMF.

Note what the diagram does not show: any automatic step. Conversion is a decision, taken by your agency, about whether to give you a job.
III The excepted service gap
This is the part that surprises people midway through a fellowship.
Recent Graduates serve in excepted service positions and generally lack prior service in competitive service positions, or career or career-conditional status — which is exactly what the eligibility criteria for merit promotion announcements require.
You are a federal employee. You can see the internal vacancy announcements. You are not eligible to apply to those for competitive service positions, because you do not hold the status they ask for. The exception: participants who obtained career or career-conditional status from a prior federal appointment can apply. Everyone else waits. Once converted, you obtain that status and the announcements open — see competitive vs non-competitive promotions for what changes.
Two practical consequences. First, your mobility during the programme is close to zero, so the agency you join is effectively the agency you are betting on. Second, conversion is not one step among many — it is the step that unlocks an entire category of opportunity.
IV The 480 hours, and the waiver
For Interns, conversion eligibility turns on hours. The April 2024 rule reduced the floor from 640 to 480 hours of work experience acquired through the Internship Program, completed while enrolled as a full-time or part-time degree- or certificate-seeking student.
An agency may require more than 480 hours, and may set different higher minimums for different positions — it simply has to specify the figure in its own Pathways policy. So the number that governs you is your agency's, not the regulatory floor. Ask for the policy in writing at the start.
The waiver rules are precise and frequently misdescribed:

Grounds for the academic-achievement waiver include standing in the top 10 percent of your graduating class, induction into a nationally recognised scholastic honor society, or a letter of recommendation attesting to outstanding programme performance from an instructor or programme administrator.
Read the two caps together and the arithmetic becomes clear: at a 480-hour requirement you must perform at least 320 yourself. The 320-hour credit ceiling only becomes the binding constraint where an agency has set a higher minimum.
V What happened to PMF
The Presidential Management Fellows Program was the third Pathways programme and the flagship route for advanced-degree entrants. It no longer exists.
Executive Order 14217, “Commencing the Reduction of the Federal Bureaucracy” (90 FR 10577, 25 February 2025), directed OPM to initiate withdrawal of the PMF regulations and take the steps necessary to terminate the programme. OPM published a final rule on 11 August 2025 rescinding subpart D of 5 CFR part 362 and making conforming amendments across parts 213, 315 and 537.
A companion variation rule handled the wind-down. The requirement for Executive Resources Board certification before conversion was waived, with completion verified instead by a senior agency official whose determination is final and carries no appeal to OPM. The 80 hours per year of formal interactive training requirement was removed. Appointment durations were shortened. If your conversion is still outstanding, the verification now sits with agency leadership rather than with OPM.
For advanced-degree candidates the practical position is that there is no dedicated graduate-entry programme. The remaining routes are the Recent Graduates Program — which accepts advanced degrees within the two-year window and now appoints up to GS-11 — and ordinary competitive service hiring, where a graduate degree counts toward qualifying experience under the qualification standards rather than through a separate door.
VI The conversion window
The 2024 rule increased the conversion period to 180 days for graduating interns. Three things about that window are worth planning around.
It requires a position. Non-competitive conversion means assignment to a position in the competitive service — OPM expressly declined to allow conversion of Interns into excepted service positions, reasoning that the Internship authority exists as an exception to filling positions competitively. So there has to be a real competitive service position to convert you into.
It is normally your own agency. The regulations have limited conversion of Recent Graduates to positions in the employing agency. The 2024 rule added flexibility to convert at another agency, but kept the condition that it applies where the employing agency is unable to convert. It is not a free choice of destination.
It depends on a favourable recommendation. Which is a performance question, and Pathways participants are subject to the performance management provisions of 5 CFR part 430 and required to have performance plans.
Your rating feeds the recommendation the whole arrangement depends on — and ratings of record now carry weight well past the appraisal itself, since the reduction in force rule effective 2 September 2026 made your three most recent ratings the opening score in retention standing. Read the plan at the start of the cycle and keep a dated record of what you actually delivered. The full approach is in maximizing your performance rating.
One more detail worth asking about: an Intern may be converted to a position in another career field for which they qualify in some circumstances, typically where no permanent position exists in the field they worked in. Agency policy governs, so ask rather than assume.
